The contents of this policy and rules specific to a site or job are drawn to the attention of all employees and subcontractor acting for AMAC Services UK Ltd.

1.1 The company acknowledged and accepts it’s legal responsibilities for securing the health, safety and welfare of all it’s employees and subcontractors working on it’s behalf and of all others affected by their activities.

1.2. The company will provide and maintain safe and healthy working conditions so far as reasonably practicable.

1.3 The company will encourage all employees to be actively involved in maintaining safe operating conditions and practices.

1.4 The company will carry out regular reviews of this policy to ensure that these standards of health and safety are maintained.

OPERATIONS (CONTRACTING AND SUB CONTRACTING)

It must be established that all employees and sub-contractors have a safe method of working and that their works are carried out in compliance with statutory regulations. All works are to be carried out in accordance with:

 

AMAC Services UK Ltd: Method Statement

 

A formal site specific method statement will be prepared for sites/jobs where there is a particularly high risk

b.       All works carried out shall be planned with safety in mind to ensure that they comply with s   statutory regulations.

c.       All sites shall be kept in a safe and clean state. At the end of the working day all plant and machinery are made safe.

d.       Only qualified operators shall be used.

e.       Only approved tools and equipment shall be used, tools and equipment will be routinely maintained and tested to assure their safety compliance.

f.        Operatives will only be permitted to use of plant, tools and equipment that are qualified to use.

g.       Supervision will be maintained at all times throughout the duration of the contract.

h.       All items of personal protective equipment (PPE), supplied for the benefit of the employee, shall be worn at all times, in accordance with legal safety requirements. All PPE will be maintained by the individual and subject to routine safety tests and approval.

 

Welfare

Welfare arrangements are established at each site, utilising clients facilities wherever possible.

 

SITE SAFETY COMMITTEE

Each employee and subcontractor are encouraged to present their views on any health and safety matters to the site safety committee.

a. All statutory Acts and legal requirements shall be made available to all employees from the safety officer

b. Where appropriate, a committee of employees shall be formed to consider the furtherance of safety.

 

SAFETY TRAINING

Employees are given training appropriate to their responsibilities. Training is specifically provided for work with hazardous substances, use of equipment, use of PPE and manual handling. Additional training required because of new work activities and the use of new equipment or substances will be provided.

 

a)       This will form part of the general training procedure. It will include the implications of the statutory regulations, in particular the Health and Safety at Work Act, 1974 and the construction regulations.

b)       New employees will be issued with a copy of the company’s safety policy with instructions on his and the company’s responsibilities, to be given as reasonably practical.

c)       Prior to the use of any method of work, or new plant and equipment are employed, the operator will be fully instructed on any possible hazards.

d)       Persons under the age of eighteen shall not be allowed to operate any type of power-driven plant or machinery, unless it is the purpose of training and a competent person is supervising.

The main aim of the safety training program is:~

i)        Design and implantation of safe methods of work

            ii)       The important value of safe places of work, including working environment e.g.: adequate lighting

iii)       The safe use of plant and equipment

iv)      Safe storage, handling and transportation of plant and materials.

v)       The correct use of protective equipment (PPE) and clothing are supplied and available.

 

 

EMERGENCIES & REPORTING OF ACCIDENTS

Emergency Procedures:

In case of emergencies, the client procedures are followed. Therefore, employees are to familiarise themselves with client procedures when first attending site and operated and participate in any drills.

Reporting of Accidents:

Wherever possible arrangements are made with the clients to use their first aid facilities. Where this is not possible, a supply of sterile plasters are carried by the employee and assistance will be sought from the emergency services if required.

a)       All dangerous occurrences and accidents must be reported, as required by law.

b)       The clients procedures will be adhered to for the reporting of any accidents or dangerous occurrences.

c)       The safety Officer must be notified of all dangerous occurrences and accidents to our employees, sub-contractors or any other person affected by out operations.

d)       All employees remain vigilant to the risk of fire.

 

 

RISK ASSESSMENT

All work activities will be carried out in conjunction with:

AMAC Services Ltd’ s Risk Assessment

Risk assessments are carried out continuously by employees throughout their work.

Hazards are considered and work methods established to minimise the risk of injury to themselves and others affected by the work. Where the employee does not have sufficient knowledge about a specified hazard, such as working within confined spaces, they will take further advice from a H&S advisor as required.

The head of the company ensures that operators are provided with the appropriate instructions and training on risk assessments.

The risk associated with hazardous substances is considered for all work activities, alternative less harmful substances are used wherever possible. In case of risk to health PPE is provided and used by al employees.

Unidentified potential hazardous substances such as asbestos, encountered during the course of a work activity are referred to the client and or advice taken from the H&S advisor as appropriate.

Manual Handling risks are considered prior to each work activity. The method of work is adapted to minimise manual handling risk wherever possible, including alternative lifting and carrying methods. Our employees are advised not to manually handle loads which they feel incapable of moving safely.

 

ORGANISATIONAL RESPONSIBILITIES

The head of the company has overall responsibility for health and safety in the company and will ensure:

Financial provision is made for health and safety obligations

Provide appropriate information and instructions to employees

Ensure work is planned to take into account health and safety issues.

All employees shall at all times take reasonable care of themselves and have due regard for the health and safety of others who may be affected by their work activities.

National Britannia provide information and advise the company on health and safety issues through their information service response line:

)        Safety Officer

            a)       The safety Officer will be responsible for implementing the company’s training program.

b)       To act as an advisory service to all staff in matters of safety.

c)       To keep a close liaison with the factories inspectorate of Health and Safety Committee and advise the directors of any amendments or changes in the law.

            d)       In close co-operation with the supervisors and contract Engineers, he would advise on:-

i)        Prevention of injury to personal and damage to plant and equipment.

ii)       The approval of new and hired tools and plant.

iii)       Provision of protective equipment and clothing.

iv)      To carry out safety inspection of sites, in association with the supervisors.

v)       The method of safe working and set out a site safety procedure.

e) Investigation and report on all dangerous occurrences and accidents.

      f) Liaise with the client/main contractor/sub-Contractor’s safety officer or his representatives on all matters of safety where the  company is to carry out any operations

SUPERVISORS

i            i)       The supervisors shall be directly responsible to the safety officer.

            a)       To make sure that at all times safe methods of working are maintained.

            b)       To make sure that all operatives wear the PPE issued when carrying out an operation.

            c)       To stop operation where they may feel it is being carried out without proper safety

          precautions. To then advise and correct before proceeding.

            d)       To report immediately any shortage of safety equipment on any site.

FOREMAN/ CHARGEHAND

ii) He shall be in attendance on site at all times when the company’s employees are carrying out an operation.

a) He shall not instruct any person to carry out any operation unless that person has the proper PPE to carry out the operation.

b) Maintain in good working order all tools and plants under his care. He should not allow the use of any item of plant or equipment that may be defective.

c) He shall not allow any person to operate any plant or tools until the operator has received full instruction on the operation of the tool or item of plant.

d) He shall maintain at all times, a clean and safe working area, ensuring that all rubbish and waste etc in the area of his control is disposed of.

e) He shall work in close co-operation with the main contractors on all matters of safety.

f) Should he have to complain to the client or main contractors, with regard to safety or site cleanliness then he shall report this immediately to the Safety Officer.

g) Should any accident or dangerous occurrence arise he shall immediately make out a report and notify the Safety Officer. He shall, in the case of serious or fatal accidents, ensure that nothing is moved from the scene until a proper investigation has been carried out.

h) On a daily basis, he will inspect any scaffold to be used and satisfy himself that it is 100% safe before instructing employees to work on the scaffold.

OPERATIVES

Iv:- At all times, the operatives shall be responsible for:-

a) To always use the correct tools and equipment provided to do the job, safely, equipment and items PPE etc. (i.e. goggles, safety harnesses, helmets, ladders, scaffold and trestles)

b) Wear suitable substantial footwear at all times on site.

c) Keep in good condition all tools entrusted to him.

d) Report all defects on tools, plant and scaffold to his supervisor or foreman.

e) Avoid improvisation and do not take any risks.

f) Warn any new man on site of any known hazards.

g) Suggest ways of eliminating hazards

h) Refrain from any practical jokes or horse-play and abuse of welfare facilities.

i) Report immediately any action by other persons that may endanger or cause an accident.

 

 

CONTRACTS ENGINEERS

V) The contracts engineer must work in close co-operation with the supervisors and safety officer. His main responsibilities are to:-

  1. Consider the safety of operatives in every operation planned.

  2. Ensure that the proper plant, tools and equipment are requisitioned.

  3. Ensure that no operation shall involve any heavy lifting, unless the proper lifting equipment is provided.

  4. Make sure that no work of any description is done from a ladder (ladders must only be used as a means of access to the working platforms)

  5. Provide the operative on site with actual weights and dimensions of all plant and equipment that is to be delivered to the site.

  6. Report to the safety Officer on any existing insulation found on jobs at the time of the survey.

  7. Clarify the position contractually in respect of the site attendance on the provision of the scaffold etc. (check the quantity surveyors Department) then notify the Main Contractors as to our requirements.

  8. Work in close co-operation with the Main Contractors.

  9. Report back to the safety officer on any breach of regulations that may be observed on his site visit.

Public Safety

The safety of the general public is considered at all times and appropriate actions taken.

Special attention should be taken when undertaking the following:

a)  No lifting or movement of materials should be undertaken by or on behalf of AMAC Services Ltd, unless provisions are made to protect the public from any possible danger associated with this activity.

b)  No public access should be allowed to any areas where work is taking place. The associated area should be cordoned off to protect the public.

c)  Possible drilling danger, before any drilling commences both side of any wall to be drilled through should be inspected for any potential danger that this may cause.

An engineer’s mate should be position at the far side of the wall to keep this area safe and cordoned off from the public.

d)  Works carried out in public occupied areas, such as offices, the relevant personnel are to be informed of the type of works, their duration and any potential hazards associated.

 

 

Asbestos

No employee or subcontractor working on behalf of AMAC Services Ltd, will be permitted to work on any site where Asbestos is suspected to be present.

If suspected Asbestos is discovered on a site:

All works will be stopped immediately and the suspected presence of Asbestos reported to the main contractor or end user.

The area should be cordoned off to protect others from any potential danger.

The relevant safety officer should be informed as soon as possible.

In conjunction with the main contractor or end user, an outside Asbestos specialist will be consulted to assess the situation.

Welding Operations

 

a) No welding or oxy-acetylene cutting shall take place until such time that the welder has satisfied the following requirements as set out in the company’s insurance warranty.

b) All combustible materials shall be cleared from the immediate area or any such material should be adequately protected by fire-proof material i.e.- metal sheeting/ asbestolux boarding.

c) Before any welding or cutting takes place on a metal projection through a wall or partition, a thorough examination shall be made to ensure that all combustible materials are either moved or adequately protected.

d) Employees of the company shall be detailed to work within the vicinity of the welder to observe and see that there are no outbreaks of fire, ensuring that the fire extinguishers are to hand and fully charged.

e) On completion of any welding operation/ cutting operation the welder shall carry out  thorough examination to ensure that no hot metal or any combustibles are smouldering or burning.

f) At the end of each working day, the project Foreman shall carry out a full examination in each area that welding has taken place during that day to ensure that there is no danger of fire risk.

Metal Arc Welding

g) Prior to the commencement of any arc welding, regardless pf the vicinity or location, the welder, in co-operation with his Foreman, will ensure that the area is adequately screened and notices posted at any access to the screened area.

Oxy-Acetylene Welding Equipment

h) All bottles shall be at all times, when not in use, kept on a bottle truck, all bottles shall be isolated at the bottle.

NOTES FOR GUIDANCE OF SUB CONTRACTORS

 

Sub-contractors are instructed primarily on the bases of their technical capability, though due regard is also taken of health and safety. Serious breaches of health and safety and the sub-contractors capability for specific risks will be taken into account during the selection process.

These notes do not in any way alter the terms and conditions of the main contract, neither do they attempt to interpret the Statutory Regulations nor the duties to which you are bound. They are issued solely for guidance and to draw your attention to the regulations.

It is important that you undertake your sub-contract work in strict accordance with the Health and Safety at Work Act1974 and any code of practice, legislation and regulations that may influence the carrying out of your works.

In respect of the above mentioned, the following notes are more intended only to assist you in fulfilling your Statutory Duties.

Remember, our aim is to seek and promote a satisfactory standard of safety, health and welfare by working in harmony with you as our sub-contractor. Any queries regarding health, safety and welfare should be referred to AMAC Services Ltd Safety Officer.

Definitions

ii)  Site means any site or premises to which the sub-contract document refers.

iii)  Sub-Contractor, any company or person who enters into or onto any site to perform any task or operation on behalf of  AMAC Services Ltd.

All Sub-Contractors, prior to commencement of their work on site will be required to submit to AMAC Services Ltd a copy of their Safety Policy.

a)  General

i)   These rules do not exempt any Sub-Contractor from their Statutory Duties on health and safety, but are intended to assist them in these matters.

ii)  AMAC Services UK Ltd will help any sub-contractor in any practical way to maintain a high standard of safety.

Entry into Premises or Site

B) When arriving on site all sub-contractors must report direct to AMAC Services Ltd’s representative/ client’s representative on site.

c) Agreement On Safe Working Procedures

Where a sub-contractor is required to carry out any task or operation, which may put any person or plant equipment at risk, the sub-contractor must act in close liaison with AMAC Services Ltd.

d) Compliance with Statutory Regulations

Sub- Contractors to AMAC Services Ltd will be required to carry out all their operations in strict accordance with all relevant statutory legislation.

e) Compliance with Site Safety Regulations

Sub-Contractors must be fully conversant with and comply with all site safety regulations specified by the client or AMAC Services Ltd.

f) Housekeeping

All plant, tools and materials must at all times be kept in a tidy and a safe manner.

All waste and rubbish must be cleared from the working area as work proceeds.

Construction materials must be placed where they do not form dangerous obstructions.

In general, materials must be tidily stacked and stored in places approved beforehand by AMAC Services Ltd/ Client’s Representative on site.

As far as reasonably practical, temporary service cables and pipes should either be laid below ground or be supported above head height.

g) Fire Precautions

Before any operation involving the use of heat or naked flame, agreement must be made with AMAC Services Ltd on a safe working procedure.

ii)  Sub-Contractors will familiarise themselves with the fire precautions, fire alarms, means of escape and any emergency evacuation procedures that exist on site.

iii)  Before leaving any site, the contractor shall make sure that all naked lights or ignition sources are extinguished and where practical all electrical apparatus turned off.

iv) Sub-Contractors shall comply with the Highly Flammable Liquids and Liquefied Petroleum Gases Regulations 1972 with particular reference to storage of the aforementioned flammable items.

v)  All welding and cutting shall be carried out in strict accordance with the AMAC Services Ltd policy

h) Fencing of Machinery

All machinery shall be in good working order and comply with all the Statutory Regulations governing such equipment.

i) First Aid and Welfare Facilities

Shall be in strict accordance with the Construction (Health and Welfare) Regulations 1966. Shared Welfare facilities shall be agreed along with the contract documents.

Attention is brought to your notice of regulation covering First Aid at Work which came into operation on 1st July 1992

i)   Electricity

All portable hand tools shall be of a voltage not exceeding 110volts. Power supplies to static equipment in excess of 100volts shall be referred to the AMAC Services Ltd Representative.

K)  Demolition Work

All demolition work must be planned ahead in consultation with AMAC Services Ltd and must be supervised by a competent person/s fully experienced in this type of operation as required by the Construction (General Provision) Regulations of 1961.

 

All demolition areas must be clearly marked and barriers erected to prevent access. Prominent warning signs must be displayed on all barriers and shall be maintained in good working order.

l)   Excavations

No excavation work is to be carried out without the agreement of AMAC Services Ltd’s Senior Representative

Excavations must be adequately timbered or otherwise supported where necessary to prevent fall of earth or material. Suitable barriers to be erected and where necessary, warning notice to be displayed.

All care must be taken to protect underground services whilst the operation takes place.

m) Protective Equipment

You are required to provide personal protective equipment appropriate to the type of work upon which you are engaged and to ensure that the equipment is used when circumstances and legal obligations so require.

o)  Scaffolding

All sub-contractors will adhere strictly to the Construction (work places) Regulations 1966 regarding scaffolding and will pay particular attention to strength and stability of all scaffold, both mobile and fixed, that are being used by them in pursuance of their particular task.

n)  Lifting Operations

Prior to the commencement of any lifting operation, the Sub-Contractor will be required to satisfy AMAC Services Ltd’s management that the people employed are competent to carry out the specified work and provide:-

1) Detailed information as to the way in which the lifting operation will be carried out.

2) To ensure that all safety aspects have been observed.
